The seal on Neji’s forehead is from the Hyuga curse mark on the branch families. The Hyuga clan *formerly* placed the curse mark on branch family members to assert dominance and protect the Byakugan from being invaded by shinobi from other nations.
The sigil is placed on the wearer’s forehead when the next member of the main house turns three (Neji Hyuga received his at the age of four on Hinata’s third birthday) and is only after hers death removed. Branch members cover their foreheads because of the seal.
The Hyuga branch’s cursed mark has two purposes: Allowing the main family to easily subdue a rebellious member. To ensure that if they die in battle, their Byakugan won’t be stolen.
Neji grew up with many secrets. One of them was that he could be killed by the main department at any time for any reason. He hides the tattoo that makes this possible as it is obviously embossed on his forehead. And the purpose of this is to maintain the subordination of his branch of the family to the main clan.

Although not specifically stated, all members of the Hyuga family are believed to possess the Byakugan. It is a common but unproven belief that the Sharingan is a genetic offshoot of the Byakugan.
The Sharingan’s vision is limited to that of normal eyes, as with “no 360 vision”. Kakashi even stated that the Byakugan’s insight is superior to that of the Sharingan and it was seen that the Byakugan can follow movements at high speed, which was seen in Chapter 85.
This cursed sigil is used by the Hyūga clan to protect their Kekkei Genkai, the Byakugan. Members of the Clan Head House mark members of the Clan Branch Houses with the Cursed Seal so that when they die their Byakugan will be sealed and prevent enemies from learning its secrets.
Without the right jutsu, the curse mark cannot be lifted. In Naruto and Naruto Shippuden, a curse is only lifted twice when Itachi uses the Sword of Totsuka and when Sasuke uses the Evil Releasing Method.

In both the original and Shippuden, Neji uses this ability several times in the series. So far we’ve seen 16 Palms, 32 Palms, 64 Palms, and 128 Palms (which can only be seen during Neji’s fight with Kidomaru). In this pattern, the number of attacks is doubled for each variation.
