Why is this happening? This problem is usually caused by a problem with the power supply or the DISH receiver.

This problem is usually due to a slightly incorrect position of the satellite dish, damaged or malfunctioning equipment, severe weather, or something blocking the dish’s view of the sky. Your signal strength may affect the delivery of your live programming, but you can still access recorded content with a DVR.
Faulty or Damaged Hard Drive
This is one of the most common reasons why a DVR or NVR randomly shuts down or restarts. DVRs or NVRs from different manufacturers will restart if the hard drive is defective or damaged.
Reset and program dish remotes
If you have confirmed you are using the correct remote and are still having problems, press the Sat button on the remote and then press the Sys- Info/System Info button on front of receiver. At this point, press the Sat button on the remote control again.
Any time you want to delete changes made to your Dish Network receiver, you will need to reset it. Resetting the receiver resets it to factory settings. Your “Favorite Lists” except for “All Channels”, “All Sub” and “All HD” will be deleted.
Unplug your DISH receiver’s power cord (usually with a red label) for 10 seconds, then plug it back in. If you have a Hopper & Joey system, unplug the hopper (larger receiver) power cord. The reset may take up to 5 minutes.

Not usually. Satellite dishes are built to stand outdoors so they can deal with a buildup of dirt, pollen, and debris from spots where birds may have used the dish as a perch. A clean vs. dirty dish can improve curb appeal, but it probably will have little impact on your signal quality.
