A windmill is a place where you can grind grain into flour.
Flour is an item that can be found in the H.A.M. Hideout in the southwest room. It cannot be picked up normally; If you try this you’ll get the message “I can’t pick it up! I need a pot to hold it in.” Using an empty pot on top of the flour creates a pot of flour, removing the flour from the table.

Mill Lane Mill is a windmill between Draynor Village, Lumbridge and Varrock, just south of the Champions’ Guild on the Lumbridge to Draynor road. It features a non-player character, Millie Miller, who instructs players on how to make flour. She is involved in the quest “Cook’s Assistant”.
With an empty pot that you can find in the kitchen of Castle Lumbridge or buy for 1 coin in the general store, go north of Lumbridge and follow it the way to the mill.
Bread dough is made by mixing water and a pot of flour, which grants 1 cooking experience. It can be used on a stove to bake bread at level 1 Cooking, grants 40 cooking experience and heals 50 health when consumed.
Cooks Guild (32 cooking required) west of Varrock is the best place to make flour for free players, with a windmill in the guild and a field just outside. Grand Exchange and Varrock West Bank are both close by. Members who have completed all Varrock hard achievements can use the bank in Cooking Guild themselves.
To bake bread, find a wheat field and pick some wheat. Then find a windmill and use the wheat on the top floor of the windmill, place it in the hopper and then use the hopper controls to send it down the chute. Then go to the first floor and use a pot on the flour container to get a pot of flour.
Cookie dough is made by combining a pot of flour and a knob of butter. It can be cooked into cookies on a Cooking Level 32 Stove.

Flour is ground grain. The only items players need are grain and an empty pot to put the flour in. Players can pick grain from a field (where it grows as wheat), and they can often find it near a windmill. One of the best places for members is in the field north of Ardougne, which is very close to a bank and a mill.

To join the guild, players must be a chef level of 32 and must be wearing a chef’s hat, a sous chef’s hat, or a member’s chef’s cape, the latter of which requires mastery of the wearing skill . A max cape can also be used. Higher level players can participate freely after completing the difficult section of the Varrock quests.
