You can only train Tailoring past 225 if you learn Craft Tailoring (requires level 35). Not every master tailor will teach you this skill, you need to find a master tailor. Horde players can learn Tailoring from Daryl Stack in the Hillsbrad Foothills at Tarren Mill.

Craft Tailoring Instructor
<Master Tailor> Daryl Stack, for the Horde, is located at Tarren Mill in the Hillsbrad Foothills, inside the Ruined Chapel (63.6, 20.8).
The Master Tailor in Ironforge will teach you Journeyman Tailoring.
Expert Level: Can be learned at level 20, when you reach 125 skill it increases to 225; Crafting Level: Can be learned at level 35 when you reach 200 skill, goes up to 300 and that is the highest Tailoring level.
To learn a Tailoring specialization, you must be at least level 60 and have 350 Tailoring. For more information on recipes available for the three specializations, see the Tailoring Pattern Guide linked at the bottom. There are also two <Shadow Cloth Cutters> Located in Stormwind and Undercity.
Tailoring. Tailoring will be the profession of choice for classes that wear clothes, like Warlock, which is the strongest DPS class in TBC. The profession offers numerous powerful pre-raid gear pieces and also gives warlocks their best spellstrike two-piece set.
Expert (150-225) – Once you reach at least 125 Tailoring, you have the opportunity to learn Expert Tailoring. Horde players must train with Josef Gregorian in Undercity, while Alliance players must seek out Georgio Bolero in Stormwind.
You must be level 50 to become a Master Tailor.
You can learn the new TBC Tailoring skill from the Master Tailoring trainers in Hellfire Peninsula. Horde players can learn it from Dalinna in Thrallmar and Alliance players can learn it from Hama in Honor Hold.
Skills in Outland Tailoring skills can be learned as early as level 50, allowing progression up to 75 skill and access to the following patterns: Skill levels displayed have not been updated to reflect the battle for include Azeroth Profession Squish.
Enchanting pairs well with Tailoring, Leatherworking, or Blacksmithing, as these professions produce gear that can be disenchanted. Tailoring is generally the most common as it allows you to loot cloth needed for tailoring items without having to learn a gathering profession (e.g. skinning for leatherworking).
At TBC, the Tailoring trainer that teaches you Master Tailoring is in Honor Hold if you’re Alliance and in Thrallmar if you’re Horde.
You also had to reach a certain level to learn the next rank. In The Burning Crusade all professions range from 300 to 375 (master). There are no additional internal ranks and the Master only requires a minimum level of 50 to learn.
Once you reach a skill level of at least 200, you can return to your trainer and learn the art of tailoring.
