You can purchase these mounts from Zjolnir <Raptor Handler> in Sen’jin Village in Durotar as long as your character has a riding skill of 75 (available at level 20). If you are playing as a race other than a troll, you must also have exalted reputation with the Darkspear trolls.

These mounts are available from Zjolnir in Sen’jin Village. The regular mounts come in three forms. The epic mounts come in three forms.
Large quantities of Darkspear Troll Call can be obtained in the following zones: Durotar, Echo Isles, Feralas, Northern Stranglethorn, Zangarmarsh. You can also donate cloth to Vehena in Orgrimmar for additional reputation.
Troll faction mounts can be purchased from Zjolnir in Sen’jin Village in Durotar.
You must complete this quest 520 times to go from 0/6000 Friendly to Exalted. That means farm 10,400 Runecloth yourself!
The Swift Razzashi Raptor is a rare drop from the Bloodlord Mandokir boss in Zul’Gurub. This epic mount is highly coveted for its rarity. This mount drops at a 1% drop percentage for both factions, and any race can ride it provided they have 150 Riding Skill.
The Darkspear trolls are the tribe of exiled trolls who allied with Thrall and the Horde. They now call the village of Sen’jin and the Echo Isles home, although some still live in Orgrimmar in the Valley of Spirits.
To purchase mounts from a vendor of another race, you must achieve exalted reputation with that race. This is one hell of an endeavor that will take a lot of time and effort. It’s best to plan ahead.
There are many ways to purchase mounts. Your first mount, like many others, will likely be purchased with gold from a merchant. Mounts can also be earned as class bonuses, through achievements, purchased from the WoW shop, looted by killing (usually) rare mobs, and more.

It is possible to level up with Darkspear Trolls without discarding Runecloth and before level 50. I made it to level 49 on an Orc by doing every quest that gave me some sort of reputation as a Horde (because of the “Bleed Over” rep discussed in the posts above) while leveling up /p>
