Scrap metal crafting requires weapons of the same class, and 3 scrap metals can be used to craft a reclaimed metal. Scrap is used in several crafting recipes, and when trading, it’s usually 2 weapons for 1 Scrap, since that’s the value for Scrap.
0.33 represents one third of 1 refined (ref) which is 1 recovered (rec). 0.11 represents one third of 1 rec or one ninth of 1 ref, which is 1 reject.

As others have pointed out, scrap metal is worth a penny. This is because the refined metal costs nine cents, and since one refined metal is equivalent to nine scrap metals, one scrap metal is equivalent to one cent.
You can refine metal back into scrap metal, which can then be converted back into scrap. You can turn your refined into reclaimed material, which can be turned into scrap, then turned back into reclaimed, turned back into refined, smelted into reclaimed, then smelted into scrap.

Stabbing the person you’re disguised as in the back while they hold their melee combat will occasionally make the disguised weapon your eternal reward. When the Spy stabs an enemy in the back, which is then automatically leveled, the Spy disguises itself as an allied version of that class.

If you want to trade for a hat, most craft hats cost around 1.33 Refined Metal or 1 Refined and 1 Reclaimed, or 4 Reclaimed Metal, or 12 Scrap.
