Sometimes when you have to ask, it means you don’t need to. If you mean commercial or professional mastering, you need more than what any DAW offers, including Cubase. How you get the extra tools and features is up to you. If you mean “finalize” then Cubase or almost any other DAW IMO can do the job.
The main difference is that Wavelab is more of a mastering, CD creation and audio editing tool. Has a few different tools than Cubase which is more geared towards recording/mixing. Cubase LE can do whatever you want, depending on your definition of audio editing.

Cubase LE is legit in that it’s an excellent entry-level package. You get 48 audio tracks and 64 MIDI tracks. The only difference between LE and SE is that SE has unlimited MIDI tracks, but 64 will hardly feel limited.
