To get this you must travel to Southshore and accept the quest from the dwarf outside the cave to AV called “Prospector Stonehewer”, it is on the east side of the entrance outside the tent.
You can get this polearm easily at level 51 after completing a quest that an orc will give you in front of the AV entrance in the Alterac Mountains (63.59). The only thing you need to do for this quest is win an AV battlefield game.

Note, for the Alliance, this crossbow is obtained from the quest line outside of the Alterac Valley entrance in Hillsbrad/Alterac Mountains: “The Battle of Alterac.” The quest line has been changed a bit , and some might be misled if they don’t see this in the rewards at first.
All you have to do is enter a mine and find the special NPC inside. He is flanked by 2 guards. Kill him and you “took” the mine. It’s very soloable as long as you’re careful not to pull everything at once.
